No.  All you have to do is find a house and buy it.  You dont need permission from the mayor or anything like that, and its easy doing it without being resident.

Do as you are doing i.e. research, research.... and more. First off there are a lot of things you need to know about, so try a search "how to buy in Italy", have a look at a few of the results, especially the lists of things to know. Compare and start off your own list from one of them so you can add to it as you go along. Use the list to search on the topics you have listed e.g. "get residency or not" look up residency on here and other forums and generally on the web. A great and cheap way to get started is buy a book on the subject. Modicasa here won't blow his own trumpet, but has his very own on this site here . I'm sure he will confirm it covers more than just Sicily and the process will be the same. If nothing else, then for a small cost, it's a starting point for more questions.

Yes, that is a great list of information, free from Ugo's site as well. There are a number of other sites that provide information like this, best read 2-3, or as many as you can stand. Most are in someway or other presented differently and we found reading a few give a much better insight to it all. At first there seems to be far too much to take in, but as you progress it all becomes much clearer...
