According to the PRA, ACI and motorizzazzione you must be an Italian resident to own or buy a car. Some people disagree, but in my experience, you need proof of residence to buy a car. If you drive a foreign registered car into italy, you are supposed to convert itto Itlaian plates after 6 months to a year, for which you also need Italian residence.
