the other day Brunetta, the minister of public administrtaion spent an hour or so telling us all about the new laws that are now active from yesterday regarding how citizens and business will have new and improved access    its all based around 2 laws one from 2009 DL 150 and a more recent one in 2010 DL 235 both laws are aimed at giving free access to all public administration from local to national via internet the max time for implementing it all is 15 months and many of the areas within the laws have become active as of yesterday so immediate implementation.. others have from 3 ,6,12 months as of yesterday all forms that have to be filled in have to be available via an internet download link from the specific office or comune otherwise they are not legal maybe a more interesting one for many and i cannot recall the date of final implementation of this is the one where all payments now have to have an option to send online, its been a constant difficulty for many not living here permanently in the past to pay their ICI via internet now it has to be an option.. or within 15 months there are a host of other changes and one that is important is the new PEC system  a sort of certificated email facility that you can join so that important correspondence can be sent in the same way as registered mail its available for free click on the word free for the website, and requires you to register for an email account with your codice fiscale there are a lot of changes and moves Italy into a frontline position in available online services, well when its all complete, and it has been being prepared for for a long time so should be quick, and citizens will have a legal recourse against comunes or offices that do not comply

Thanks for your very useful information. I must say we tend to do everthing online now, and being able to pay our ICI without the fuss at the INAC office and post office queue, will be an added bonus. Will keep eyes peeled for the addittions on the Comune web site..

Just so you dont get your hopes up too high - this law was meant to be in force last March, and cannot be implemented until the adsl system is up to scratch and there is internet for all.   It will be part of next years milleproroghi.....

CAD DAY http://news.pmiservizi.it/news/internet-news/cad-day.html the times scales are set out.. and they know pretty well which areas of Italy will not comply but they will be fined.. most of central north italy will do or has already done most of the groundwork.. comune sites already have a good deal of the paperwork online.. the bottleneck has always regarded online payments but this law has specifically targeted that and it will soon be available.. so searching out your own comune on the internet and seeing how much is available will give a pretty good idea of its preperation
