Back to the original question, it is my understanding is that it is indeed OK for non residents to buy a car in Italy.   The problem is rather one of registering the vehicle.   I personally would not count on this changing any time in the near future.   I doubt if the Italians would take kindly to know that 95% of the citizens of Bolzano have made the quick trip up to Austria to register and get tags for their cars.

I am a retired American with a (part vacation/part personal residence)  house in the village of Valle San Giovanni, a frazione of Teramo.  I found a way open to other Americans, possiby to other EEU citizens to finance their stay in Italy.   One path involves landing a position with the military, most likely in Aviano, Vicenza, Naples or Catania, either as a GS employee or a a contractor.   I am currently a contractor near the Frankfurt/Hahn airport in Germany.  Working in this position allows me to cheaply fly to Pescara for a long weekend.   The information on the websites for my house and the village, unless noted othewise, was composed by myself, is not copyrighted, and you are welcome to share or use it in any way you see fit.

Abruzzo is actuallhy not difficult to reach from central Europe.  There are frequent flights from Pescara to Stansted, Charleroi, and near my house in Franfurt/Hahn Germany.

I like the Sardinia option.  Being around relatives can be quite nice.  That said, I would kind of try to figure out where I would like to be in 8 years (socially, eductation wise for the kids, economically, etc etc) and then work backward from there.

A tad farther inland but there are a half dozen or more rentalis available in Valle San Giovanni.  The problem is that none of them are advertised so you will need to go to the town website to get more info.

Have you considered the TRE system?   My plan has 15 euros/month for 100 hours.   Instant re-activation with no fee.    I am happy   Not sure if it will also work in UK.   I tried it without success in Germany.

Pretty much year round, there are at least three small furnished places in my village, Valle San Giovanni, available for about 500-600 euros/month.  If interested just go to my webiste for the town and you will find contact information.   One thing I would be concerned about in the winter is how the place will be heated and who is responsibile for this cost.

One farily easy solution would be to stay for (almost) free at a WWOOF facility for 90 days.  In this way you do not have the bother of getting a visa.
