I do not think that this is anything new, but may vary from one region to another.  We are in North Tuscany, at the far end of the fault line and there have been such requirements for a number of years. These are so onerous that we are not even permitted to renew our roof without incurring the considerable cost of building a reinforced concrete cordola on top of all load bearing walls.

Thanks for the information.  I find that the TIM card gives me an O2 signal in the UK, so I could try a call if I am not back in Italy within 6 months.I have had a number of Thai SIM cards over the years, which do not seem to function at all over here and they die if unused after quite a short period, but they are very cheap to replace, so it is only the loss of the number that is a nuisance.
