I recently acquired Italian citizenship via jure sanguinis. I/my parents are interested in buying property in Italy as a second home, with the possibly of visiting it in the summer. The property is a small apartment house of Milan, around 80,000 euros. I am a cash buyer. I have no intention of renting it out. My tax residence would be in Canada, my home country. I have a few questions regarding the process:
First question: I am wondering whether I am eligible for the first time home buyer's incentive. I am under 35 and have an income of under 40,000 euros here in Canada. If so, what would I save?
Second question: My parents are also Italian citizens. They are pensioners here in Canada. If they were to buy the property instead of me, would they qualify for a reduced imposta municipale propria?
Third question: What are the costs associated with carrying a small property? I hear from relatives that electricity is quite expensive in Italy. Obviously, there would need to be some minimal level of heating as well I assume.
