Utilities ground works - consent needed?

We are about to get allaciamento for water by Gaia however, we still have to take that supply to the house - 45m.Does anyone know what, or where to find the norme/ regulations that apply - if there are any?Is this a job we can organise ourselves or do we need Comune permission?Do we have to use a Technico?

No doubt areas vary and we did gas, not water. However, we just got finished running a gas line from our tank to the house next door. We did all the line work and the gas company did the split meter and hookup. No issues. Told the gas company how we wanted to approach the project and met with an OK.We're in Valsolda, Lombardia. 

we did not ask for permission from our comune we just informed them and repaired the road following the electric trench digging...later on we dug across the road again with our water line and again we simply informed them it is best to if you happen to dig up an all be it very minor road you will be expected to repair any damage.if you are not crossing roads or other people's property then just get on with it and no you certainly will not require a geometra to do this more like a man with an excavator and a plumber afterwards

If you do have to cross a RoadI'd suggest you lay  the pipe [or cable] in a 100mm plastic duct under the road section, and lay a couple of spare ducts as well. That way, if you need to, you can 'thread' another service pipe/cable through at a later date, without digging the road up again,
