Hi,I don't actually know how to move in Abruzzo so I can't recommend you anyone in particular to go to, the tip I can give you is that you need an estate agency for buying and a building surveyor(Geometra) or an Engineer or an Architect to follow the job and the bureaucratic practices ( English speaker will be better otherwise you need a translator). For my experience, you should commission an Expert like a Geometra (Building Surveyor) or Engineer out of the estate agency, to give a look at the house you want to buy so he can tell about the house seismic conformity and so on. Anyway IVA is for Imposta sul Valore Aggiuntivo, so is a tax you pay anytime there is a transaction, ergo no payment no tax, but you still have to take into account of the IMU, tax for the properties
