Is there a doctor in the house?

Maybe I could also recount our experiences;We lived in Lombardy for 4 and a half years; in the Province of Mantova. There we had our residence; Carte d'Identita' and doctor.We then moved to Fermo. When we presented at Fermo to register with a doctor; no problem; choose your doctor, and if he's not full up; he's yours. We chose an excellent doctor (French by origin) who was most satisfactory. Only having the paper tess. san. I called the office and within 2 weeks our plastic version arrived by post.We then decided to move to Colli del Tronto (where we now have our residence) situated between Ascoli and San Benedetto D.T. and went along to the offices at the hospital in Ascoli to choose our doctor. The lady told us that we would need to return with a certain form (that she provided) and would need to pay around the sum of 300 + euros per year. She asked if Jean was legally my wife, and when I said that we were not legally married but cohabitated for over 16 years she then told us we would both have to pay the amount for the year of cover.Comments please?

Your experience is not unique as I'm afraid it seems to be the case that ASUR13 (Ascoli) is applying different rules which in my opinion and that of my lawyer friend are completely against the law.  The problem is what we do about it......
