You're not totally correct in saying 'To get residenza you must have either a job here (tax payer), a pension or have private health insurance', and that once you have it then you're all covered by the Italian ASL. You only need to provide proof  of Basic Health Care when applying for residence and also your Health Card is the same as any other only your record with your Doctor and how they charge for the medicine varies. You will need to maintain a higher form of Health Insurance that covers for Prescriptions if you wish to have the same as every Italian Citizen (I know because my wife is Italian and she gets the full works including free prescriptions for 'Critical' illnesses). The best advice for anyone is look at the Italian Health web sites where it spells out your entitlements, and if you need to get Insurance check on what you're entiltled to.

You will only get free prescriptions if you fit the following criteria:-

  • You are registered with your Local Commune as a Resident with a Doctor.
  •  Over 65 or Employed and paying Italian National Insurance
  • The medication is neccessary due to your condition (Astma, Diabetis, Heart Attack etc)
  • EU citizen

If you don't fit these then you will need to have Priavte Health Insurance that will cover it. Check all the Details on your local Health web site.

All this said, but unless we (all who have commented) are in full posssesion of all the facts regarding what was agreed, what has been done, what you asked for, and remedial actions required, and have you had a site meeting with all concerned, it's is impossible for any advice to be meaningful. The general feeling I think is take advice, get a third party involved, but don't be bullied, as often an Italian Professional will try to do...oh and get to know your rights.

If you have reasonal grounds to dispute assured quality of the work then get your Solicitor to write him a letter saying you are taking the matter to Court. The Geometra has no legal right to bar you from your property, so cut his padlock off and if he tries to reinstate it call the Caribineri.

Your Local Italian vet can do the Rabies jabs and get them tested as well to meet all DEFRA requirements, also get him chipped , vacinated and wormed and issued with a passport. We had our dog done over in Italy and he has travelled back to the UK with no problems. Can't see why you cannot get this done unless the Dog actually has rabies?

Wouldn't risk it by train as it can take you an hour to get from the airport to Rome Centrale Station if you time it wrong and with changes at Firenze, it can take you 8 odd hours. Best bet is to either hire a car at Rome, the drive to Bagni is about 5 hours at worst. Or as some one else says fly form another location to Pisa, either Stanstead, Gatwick or even Bournemouth, or may be Birmingham?
